For starters, Topics are primarily used to suggest articles that match the criteria you are looking for. Within Topics, you dictate what you want UpContent to find, and it'll produce results. 

Collections, however, are how to organize your chosen content and acts as a staging area to easily infuse curated content into your existing marketing, sales, and internal communication strategies.
